Invite only the people who can make decisions, or who genuinely inform the decision-making. That keeps the attention on moving your portfolio forward and tightens the debate around what matters. Ideally: the executive committee, the sponsors of each program (the business units), and, where relevant, the managers of the projects currently at risk.
